Technical Assistance for Child Protection Policy Formulation – La Paz

About the role

This consultancy supports UNICEF's Child Protection Officer and the Vice Ministry of Equality of Opportunities, Decolonisation and De‑Patriarchalisation (VIODyD) in strengthening Bolivia's legal and institutional framework for the protection of children and adolescents.

Key responsibilities

• Provide technical assistance for the analysis, drafting, review, update and regulation of normative proposals that align with national law, the Convention on the Rights of the Child, CEDAW and international human‑rights recommendations.
• Support VIODyD in enhancing its coordinating role with national and sub‑national institutions, including the Plurinational Legislative Assembly, to promote validation, implementation and monitoring of child‑protection initiatives.
• Develop and strengthen technical instruments such as guidelines, protocols, regulations, methodologies and technical documents to improve public policies on child protection.
• Assist in building institutional capacities for preventing and responding to violations of children’s rights and for integrating gender‑sensitive criteria.

Required profile

• Proven experience in child‑protection policy, legal analysis or related fields.
• Familiarity with Bolivian legislation, the CRC, CEDAW and other international human‑rights mechanisms.
• Ability to work closely with government ministries and multi‑stakeholder groups.
• Strong analytical and drafting skills for normative texts.
