Consultoría: Desarrollo de Tres Protocolos de Derecho a Vivir en Familia – La Paz

About the role

This consultancy supports the Vice Ministry of Equality of Opportunities, Decolonisation and Depatriarchalisation (VIODyD) in Bolivia to design three national instruments that safeguard the right of children and adolescents to live within a family. The focus is on preventing family separation, facilitating safe reintegration, and ensuring systematic follow‑up after children leave alternative or institutional care.

Key responsibilities

• Draft comprehensive protocols covering family visits, reintegration processes, and post‑care monitoring.
• Define clear procedures, technical criteria, responsibilities and coordination mechanisms for relevant institutions.
• Integrate gender, disability, age and other vulnerability perspectives into all documents.
• Incorporate UNICEF and national child‑protection standards, ensuring participation of children and adolescents.
• Provide technical assistance and guidance to VIODyD throughout the development cycle.

Required profile

• Advanced degree in law, social work, public policy or a related field.
• Demonstrated experience in child protection, family reintegration or policy development.
• Familiarity with Bolivian legal framework on child and adolescent care.
• Ability to work collaboratively with government agencies and international partners.
• Strong analytical, writing and communication skills in Spanish (English preferred).
