Consultancy: Development of Three Family Rights Protocols – La Paz

About the role

This consultancy supports the Vice‑Ministry of Equality of Opportunities, Decolonisation and De‑Patriarchalisation (VIODyD) in Bolivia, in partnership with UNICEF, to design three national instruments that safeguard the right of children and adolescents to live in a family environment. The work focuses on preventing family separation, facilitating safe reintegration, and ensuring effective follow‑up after children leave alternative or institutional care.

Key responsibilities

• Draft three comprehensive protocols covering family visits, reintegration processes, and post‑care monitoring.
• Define clear procedures, technical criteria, responsibilities, and coordination mechanisms for relevant institutions.
• Integrate a rights‑based, gender‑sensitive, and non‑discriminatory approach throughout the documents.
• Conduct stakeholder consultations with government agencies, civil society, and UNICEF representatives.
• Produce final, user‑friendly instruments that can be implemented at national and local levels.

Required profile

• Professional experience in child protection, family law, or social policy development.
• Proven track record in drafting legal or technical guidelines for public institutions.
• Familiarity with the Bolivian child‑care system and UNICEF standards.
• Strong analytical and writing skills in Spanish; English proficiency is an advantage.
