Consultancy: Development of Three Family Rights Protocols – La Paz

About the role

This consultancy supports the Vice Ministry of Equality of Opportunities, Decolonisation and De‑patriarchalisation (VIODyD) in Bolivia to design three national instruments that strengthen the right of children and adolescents to live in a family environment. The assignment is based in La Paz with periodic travel to other regions and lasts approximately 80 days.

Key responsibilities

• Draft three coherent, participatory and gender‑sensitive protocols covering family visits, reintegration and post‑institutional follow‑up.
• Define technical criteria, responsibilities, coordination mechanisms and monitoring procedures.
• Integrate human‑rights, gender equality, non‑discrimination and best‑interest principles into each instrument.
• Collaborate with UNICEF, Ministry of the Presidency and relevant child‑protection agencies.
• Ensure the protocols are practical, safe and improve decision‑making traceability.

Required profile

• Advanced degree in law, social policy, child protection or a related field.
• Proven experience in drafting public‑policy instruments or legal frameworks.
• Strong understanding of child‑rights, family reintegration and gender‑based analysis.
• Ability to work in a multicultural environment and travel within Bolivia.
