Technical Assistance for Child Protection Policy Formulation – La Paz

About the role

This consultancy provides technical assistance to strengthen the legal and institutional framework for the protection of children and adolescents in Bolivia. Working under the supervision of the UNICEF Child Protection Officer and in close coordination with the Vice Ministry of Equality of Opportunities, Decolonisation and De‑patriarchalisation, the consultant will support the development, review and regulation of normative proposals.

Key responsibilities

• Analyze, draft, review and update normative proposals and regulatory instruments related to child protection, ensuring alignment with national law, the Convention on the Rights of the Child, CEDAW and other international human‑rights mechanisms.
• Support the Vice Ministry in strengthening its coordinating role with national and sub‑national institutions, including the Plurinational Legislative Assembly.
• Develop technical guidelines, protocols, methodologies and other management documents to facilitate implementation of child‑protection policies.
• Build institutional capacity for prevention and response to rights violations affecting children and adolescents, incorporating gender‑sensitive criteria.

Required profile

• Proven experience in legal or policy analysis for child protection or related social sectors.
• Familiarity with Bolivian legislation, international child‑rights conventions and gender‑based discrimination frameworks.
• Ability to work collaboratively with government agencies and international organisations.
