Asistencia Técnica para la Formulación de Propuestas Normativas en Protección Infantil

About the role

The UNICEF Child Protection Officer, in close coordination with the Bolivian Vice Ministry of Equality of Opportunities, De‑colonisation and De‑patriarchalisation, seeks a consultant to provide specialised technical assistance for strengthening the legal and institutional framework that protects children and adolescents in Bolivia.

Key responsibilities

• Support the analysis, formulation, review, update and regulation of normative proposals and regulatory instruments that enhance comprehensive child protection, ensuring alignment with national law, the Convention on the Rights of the Child, CEDAW and international human‑rights recommendations.
• Assist the Vice Ministry in reinforcing its steering role by developing coordination mechanisms with national and sub‑national institutions and the Plurinational Legislative Assembly.
• Develop technical instruments such as guidelines, protocols, regulations, methodologies and technical documents to implement child‑protection public policies.
• Strengthen institutional capacities for preventing and responding to violations of children’s rights and for monitoring international recommendations, including gender‑sensitivity criteria.

Required profile

• Professional experience in child‑protection policy, legal analysis and regulatory drafting.
• Familiarity with Bolivian legislation, the CRC, CEDAW and other international human‑rights instruments.
• Proven ability to work with government ministries and multi‑stakeholder coordination.
