Education PPP Analyst – Consultant for Model Comparison

About the role

The Inter-American Development Bank (IDB) seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. You will build a robust database, develop evaluation tools, and produce actionable insights that contrast PPP approaches with traditional public procurement.

Key responsibilities

• Compile a comprehensive database of education PPPs and traditional procurement cases in the region.
• Review and synthesize literature, evaluations, and evidence on education PPPs.
• Define and validate variables and indicators to assess PPP effectiveness (cost, time, administrative and pedagogical outcomes).
• Design a methodological framework, including a Value for Money (VfM) approach, to compare PPP and traditional models.
• Develop a practical evaluation tool and user guide.
• Conduct a diagnostic case study in a selected country, applying the methodology and documenting results.
• Prepare, validate, and support the publication of findings with IDB stakeholders.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or related field; doctorate or postgraduate studies are a plus.
• Minimum 5 years of professional experience designing, monitoring, or evaluating public policies, preferably in education or PPP contexts.
• Strong analytical mindset with experience applying econometric methods.
