Technical Assistance Consultant for Child Protection in Human Mobility – La Paz

About the role

This consultancy supports the quality, coherence and use of programmatic information for UNICEF's child protection programme in the context of human mobility. The consultant will integrate accountability, sexual exploitation prevention, safeguarding, and gender‑sensitive approaches into monitoring and response mechanisms for children and families in transit and border settings.

Key responsibilities

• Strengthen the quality, consistency and use of the programme's monitoring system, ensuring timely tracking of results, outputs and coverage indicators.
• Integrate Accountability to Affected Populations (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), safeguarding and gender‑diversity lenses into monitoring, community feedback and continuous quality improvement processes.
• Develop and implement technical tools and binational coordination mechanisms between Bolivia and Chile for safe case management, incorporating protection, confidentiality and gender‑sensitive criteria.
• Standardise identification, registration, follow‑up and referral processes across borders, enhancing data quality and disaggregation by sex, age and other relevant variables.
• Produce a work plan that includes methodology, timeline, initial diagnostic of the monitoring system, gap analysis and methodological proposals to improve data quality and analysis.

Required profile

• Relevant university degree (e.g., social sciences, international development, public health) with experience in child protection or humanitarian programmes.
• Demonstrated experience in monitoring and evaluation, data analysis and reporting in a humanitarian or development context.
• Familiarity with AAP, PSEA, safeguarding and gender‑based approaches.
• Ability to work collaboratively with UNICEF staff, implementing partners and binational stakeholders.
