Technical Assistance Consultant – Child Protection, Human Mobility, La Paz

About the role

This consultancy supports UNICEF’s child protection programme in Bolivia, focusing on children, adolescents and families in transit and border contexts. The consultant will enhance data quality, integrate protection standards and facilitate binational coordination between Bolivia and Chile.

Key responsibilities

• Strengthen the quality, consistency and use of the programme’s monitoring system, ensuring timely tracking of results, products and coverage.
• Integrate Accountability to Affected Populations (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), safeguarding and gender‑age‑diversity approaches into monitoring, community feedback and continuous improvement mechanisms.
• Develop and implement technical tools and binational operational coordination mechanisms for safe case management of children and families in transit.
• Standardise identification, registration, follow‑up and referral processes across the Bolivia‑Chile border, ensuring disaggregated data by sex, age and other relevant variables.
• Produce a work plan including methodology, initial diagnostic, gap analysis and methodological proposals to improve data quality and analysis.

Required profile

• Experience in child protection, humanitarian response and monitoring systems.
• Knowledge of AAP, PSEA, safeguarding, and gender‑age‑diversity frameworks.
• Ability to work under the supervision of a Child Protection Officer and collaborate with UNICEF teams and implementing partners.
• Strong analytical skills for evidence‑based decision‑making.
