Technical Assistance Consultant – Child Labor Agenda

About the role

This consultancy provides specialized technical assistance to strengthen inter‑institutional coordination and national actions aimed at preventing and protecting children and adolescents engaged in work or labor activities in Bolivia. The consultant will work under the supervision of UNICEF’s Child Protection Officer and in close coordination with the Vice‑Ministry of Equality of Opportunities, Decolonisation and De‑patriarchalisation.

Key responsibilities

• Coordinate with the National Institute of Statistics, Ministry of Labor, and other relevant bodies to generate, update, analyse and use evidence on child and adolescent labor, referencing ENNA 2019 and other data sources.
• Produce an agreed inter‑institutional roadmap, validated work schedule, documented agreements and clearly defined roles and responsibilities.
• Review, update and promote the Prevention and Protection Programme for children under 14 in labor, ensuring alignment with Law 548 and international child rights standards.
• Support the reactivation and strengthening of the Sub‑Council for Sectorial and Inter‑sectorial Coordination on child labor, including document preparation, meeting organisation, follow‑up of agreements and documentation of progress.

Required profile

• Experience in child protection, labour‑related policy, and inter‑institutional coordination.
• Knowledge of gender, age, territorial, socioeconomic and cultural vulnerability dimensions.
• Familiarity with national statistical systems and legal frameworks governing child labour (e.g., Law 548).
• Ability to produce technical documents, evidence‑based reports and facilitate multi‑stakeholder meetings.
