About the role

The Assistant Programme Management Officer will support the design, implementation and monitoring of UNODC programmes in Bolivia. Reporting to the COBOL Representative and the ROCOL Regional Representative, the incumbent will work from the La Paz Country Office and contribute to the achievement of the United Nations’ drug‑control and crime‑prevention objectives.

Key responsibilities

  • Assist in the development, implementation and evaluation of assigned programmes and projects, monitoring progress and analysing results.
  • Review programme documents, identify issues, propose corrective actions and track follow‑up.
  • Act as Certifying Officer for requisitions and supervise the operations team (finance, procurement, IT, HR).
  • Serve as Security Liaison Officer for UMOJA‑related requisitions.
  • Conduct research, data collection and analysis, preparing background papers, reports and presentations.
  • Coordinate budget and funding activities, including programme preparation, progress reports and financial statements.
  • Support resource mobilisation by identifying funding opportunities and preparing proposals.
  • Oversee implementation of UNODC projects in Bolivia, ensuring effective planning, risk management and results delivery.

Required profile

  • Advanced university degree (Master’s) in business, public administration, management or a related field (or equivalent combination of a first‑level degree and two years of experience).
  • Minimum two years of progressively responsible experience in project or programme management, administration or related areas.
  • Experience in financial management, budgeting, procurement and donor relations is desirable.
  • Fluency in English and Spanish; French is an official UN language but not required for this posting.

  • Professional competence in analysing data, conducting research and preparing analytical reports.
  • Strong planning and organising abilities, with capacity to set priorities, manage risks and meet deadlines.
  • Client‑oriented approach, building productive partnerships and communicating progress effectively.
