Public-Private Partnerships Upstream Consultant

About the role

The Inter-American Development Bank (IDB) seeks a dynamic, proactive consultant to support the upstream activities of its Public-Private Partnerships (PPP) Unit. The role focuses on diagnostics, knowledge products, and technical assistance for PPP projects across Latin America and the Caribbean.

Key responsibilities

• Support regional and country‑level diagnostic exercises for PPPs in economic and social infrastructure sectors.
• Provide upstream technical assistance, including review of regulatory frameworks, investment cycle diagnostics, project planning, prioritization, supervision, monitoring and performance evaluation.
• Manage and develop PPP knowledge products such as technical notes, monographs, and research papers for the PPP Network of Analysis and Best Practices.
• Prepare publications and conduct statistical/econometric analyses, from literature review and data collection to modeling and result interpretation.
• Generate analytical inputs for the team and senior management, including presentations and talking points.
• Assist with administrative and operational tasks related to budgeting, activity reporting, internal process monitoring, event organization, and preparation of technical cooperation documents.

Required profile

• Proactive, result‑oriented professional with experience in PPPs, infrastructure projects, or public‑sector technical assistance.
• Strong analytical background capable of producing high‑quality diagnostic reports and knowledge products.
• Excellent written communication skills for preparing publications and presentations.
