Technical Assistance Consultant – Child Labor Agenda – La Paz (80 days)

About the role

This consultancy supports UNICEF's Child Protection Officer in strengthening inter‑institutional coordination and national actions to prevent and protect children and adolescents engaged in work in Bolivia. The assignment lasts 80 days and is based in La Paz.

Key responsibilities

• Coordinate with the National Institute of Statistics, Ministry of Labor, and other relevant bodies to generate, update, analyse and use evidence on child and adolescent labour, referencing ENNA 2019 and other data sources.
• Develop an agreed inter‑institutional roadmap, validated work schedule, documented agreements and defined institutional roles and responsibilities.
• Review, update and promote the Prevention and Protection Programme for children under 14 in labour, ensuring alignment with Law 548 and international child rights standards.
• Support the reactivation and strengthening of the Sectorial and Inter‑sectoral Coordination Sub‑Council for children and adolescents in labour, including preparation of technical documents and organization of meetings.

Required profile

• Experience in child protection, gender‑sensitive programming and inter‑agency coordination.
• Familiarity with Bolivian legal framework on child labour (Law 548) and international standards.
• Ability to work under the supervision of UNICEF staff and in close collaboration with the Vice‑Ministry of Equality of Opportunities, Decolonisation and De‑Patriarchalisation.
